Overview
Residents in communities that are underserved and underrepresented in conversations about coastal hazards are often the most vulnerable. To better understand how NOAA can effectively serve these community members and develop culturally relevant approaches to engage them, risk communication experts conducted a literature review of strategies. Topics explored include effective approaches, barriers, and recommendations for more equitable engagement to build resilience. This is a compilation of best practices and lessons learned pulled from real-world projects with NOAA’s Office for Coastal Management, NOAA Sea Grant, and the National Weather Service. The goal is to help organizations, leadership, or anyone working with communities that are underserved engage in a more effective way.
